Iraq has formally called on the US to launch air strikes against jihadist militants who have seized several key cities over the past week. "We have a request from the Iraqi government for air power," confirmed top US military commander Gen Martin Dempsey in front of US senators.

The Iraqi military says it has driven off Islamist-led militants attacking the country's biggest oil refinery amid reports it had been overrun.The army said 40 attackers had been killed, a claim which could not be verified independently.

But an official source told Reuters the rebels had seized 75% of the Baiji refinery north of Baghdad.

The Iraqi volunteers have signed up at recruitment centers in different cities across the country in an effort to join the armed forces in their fight against the al-Qaeda-linked militants.

Iraqi Prime Minister Nouri al-Maliki expressed his appreciation during a speech on Thursday, for their resolve to help the government. On Tuesday, Iraqi Deputy Prime Minister for Energy Hussain al-Shahristani also said that over two million people have taken up arms to back the government.

Ukrainian President Petro Poroshenko has announced a ceasefire plan for government troops in the East of the country. The move comes after a telephone conversation with Russian President Vladimir Putin which allegedly discussed a ceasefire.

As part of the proposed plan, Poroshenko is calling for all pro-federalization forces in the region to lay down their arms.“The plan will begin with my order for a unilateral cease-fire,” he said, while refraining from mentioning when he would give the order. Poroshenko, who was elected president in a May 25 vote boycotted by many voters in eastern Ukraine, stressed that all parties involved in the conflict in eastern Ukraine must adhere to the plan, Interfax news agency reported.

In another development, Russia says it has opened a criminal investigation against Ukraine's Interior Minister Arsen Avakov and Igor Kolomoisky, the governor of the Dnipropetrovsk region. Moscow accuses the Ukrainian minister and governor of being behind the killings of peaceful civilians and journalists in Ukraine's east.

The latest incident took place on Tuesday, when two Russian state television reporters were killed in Kiev’s army shelling near Lugansk. The Russian Foreign Ministry said the deaths of the two journalists demonstrated “the criminal nature” of Ukraine’s military operations in the eastern parts of the country.

“US war doctrine has been changed. US nuclear weapons are no longer restricted to a retaliatory force, but have been elevated to the role of preemptive nuclear attack,” Paul Craig Roberts wrote in a column for Press TV website.

The analyst’s article comes against the backdrop of ongoing tensions between Russia and the US over Ukraine.

He said some US policymakers wrongly assume that a “nuclear war” would prevent the “rise of Russia and China as checks on Washington’s hegemony over the world.”

Scottish draft Constitution shows what UK is missing ~ link

"In Scotland, the people are sovereign". This is the foundation of the interim constitution that has been published in a draft bill by the Scottish government. In the event of a yes vote, this would provide the basis for the Scottish state during the first years of independence, pending the adoption of a permanent constitution some time after 2016.

The pro-independence parties – the Scottish National and Scottish Green parties – have long been committed to a written constitution. They envisage a country based, in common with the vast majority of the world's democracies, on a constitution that organizes its institutions and protects fundamental rights. Their position is partly pragmatic. While an old established state, which retains the essence of pre-democratic institutions, may "muddle through" for centuries without clear constitutional protections, a newly independent state would need a written constitution to define itself, to reassure its citizens, to constrain its politicians, and to be taken seriously around the world.
