"I welcome the new tone from Tehran," Westerwelle told Welt am Sonntag, the Sunday edition of the German weekday Die Welt.
It leaves possible “new movement” in negotiations between Iran and the West over Tehran’s nuclear program, he said, adding, "We are ready for talks.”
In an opinion piece published in The Washington Post on Thursday, Rouhani urged world leaders to "seize the opportunity" presented by his election to respond to his administration’s efforts to engage in “constructive dialogue” with the world.
Also in an exclusive interview with the American TV channel, NBC, on Wednesday the Iranian president said that he has “full authority” to negotiate a deal with the West over the Islamic Republic’s nuclear energy program.
Rouhani reiterated that Iran will never develop nuclear weapons and has never pursued that path, adding Iran wants nothing beyond what is defined in the Non-Proliferation Treaty (NPT), to which it is a signatory.
He also pointed to nuclear negotiations between Iran and the permanent members of the UN Security Council and Germany and said the dispute over Tehran’s nuclear energy program can be easily settled if the world powers involved in talks with the Islamic Republic have “political resolve.”

The news comes after the Organization for the Prohibition of Chemical Weapons (OPCW) announced on Friday that it had received an initial report on the weapons from the Syrian leadership.
That’s true, it is hypocritical, but you have to understand these longer term goals here.
I think what we just saw in Syria was a failed false flag operation. It didn’t work. So now they’re going to fall back, there will be negotiations in the United Nations - this is all good, I’m not trying to say it’s a bad thing, but again it has to be looked at in broader geo-political strategic terms - And that war is going to continue
The difference between this and Libya is that Russia is now involved. Russia, China, Iran are now involved and that’s a large force that can’t just be swept away in the way Hillary Clinton swept away Libya.
