Black Sea drought widens global wheat deficit ~ link ~ The London-based International Grains Council lowered its 2010/11 wheat crop forecasts for Russia, Kazakhstan and Ukraine, leading to a drawdown in global stocks with demand continuing to rise. The global wheat crop was sliced 7 million tonnes to 644 million tonnes.

"Adverse weather conditions continued to affect yield prospects in parts of the EU, Kazakhstan, Russia, Ukraine and Australia," the IGC said in a monthly market report.

Three weeks ago the US Defence Security Cooperation Agency (DSCA) published a notice, as it is legally required to do, announcing that Israel has ordered massive quantities of various fuels suitable for military use, and in the case of the order for JP-8 jet fuel, suitable only for military use.

The massive order is valued at some $2 billion and, as well as the 284 million gallons (1.075 billion litres) of JP-8 jet fuel, the order also includes 60 million gallons (227 million litres) of unleaded gasoline and 100 million gallons (378 million litres) of diesel fuel.

Last week I wrote of how it would not be possible for Israel to mount a ‘unilateral’ strike against Iran because Israel would require complete connivance and support for such a strike from the US. I explained, as I have in the past, how it would be necessary for the US to supply the massive amounts of fuel need for such a strike. If Israel were to strike Iran, Israel would only require the massive amounts of jet fuel and over a billion litres of jet fuel would be more that enough to do the job in practical terms.

US and Israel lobby against missile sales to Syria and Lebanon ~ link ~ Prime Minister Benjamin Netanyahu spoke with Vladimir Putin, his Russian counterpart, in a bid to persuade him not to sell P-800 Yakhont supersonic cruise missiles to Syria, Ha'aretz reported on Friday, and Israeli defense minister Ehud Barak is set to make the same case in Moscow this week. Israel's case is that Hezbollah used Chinese-manufactured missiles purchased by Syria to target Israeli ships during the 2006 Lebanon war.

Meanwhile, Israel and the United States want to keep France from selling the Lebanese military HOT anti-tank missiles, Asharq al-Awsat, a Saudi-owned, London-based newspaper reported.

In a Paris-datelined story, the paper quoted French officials as saying that they had rebuffed such pressure, and that the delay in the delivery of the missiles was caused by the confusion arising out of Lebanon's current political crisis, arising from tensions over Hezbollah's role.

India deploys more troops in Kashmir ~ link ~

Indian troops patrol a deserted street in curfew-bound Srinagar on August 28, 2010

The Indian troops erected iron gates and barbed wire barriers to seal off flash points of demonstrations in the Muslim-majority region.

The tightening of security comes after two key separatist leaders called on people to march to a football field in the summer capital of Srinagar on Saturday.

Syed Ali Geelani -- who heads a wing of the region's separatist alliance -- and Mirwaiz Umar Farooq -- a Muslim cleric and an influential moderate separatist -- have led thousands of Srinagar residents to protest against Indian rule over the past weeks.

Meanwhile, despite a strict curfew and the deployment of additional troops, people took to the streets for a rally.

Troops responded by enforcing a strict curfew and imposing security restrictions in major towns with a regional police official saying that "the step has been taken to prevent any law and order problems."

The Indian-administered Kashmir has been rocked by frequent protest rallies since June. The demonstrations began after government forces killed a teenager on June 11.

At least 64 people have lost their lives during two months of unrest. Thousands have been killed in volatile Indian-administered Kashmir since 1989.

Indian cancels China defense exchanges ~ link ~

Lt. General BS Jaswa had hoped to travel to Beijing in August as part of an exchange but was denied a visa.

India has cancelled defense exchanges with communist China after Beijing denied a visa to an Indian army general from the Jammu and Kashmir state.

The commander is responsible for Indian army operations in the Muslim-majority disputed region.

China slams US for Taiwan radar sales ~ link ~

The Chinese government has leveled criticism at Washington over plans to grant export licenses to US firms in a bid to sell radar equipment to Taiwan.

Earlier this year, Beijing broke off its military relations with Washington after the US declared it was going to deliver an arms package, including missiles, helicopters and upgraded F-16 fighter jets, to Taiwan.

Last week, Taiwan's President Ma Ying-jeou once again called on US officials to sell multi-functional F-16 fighter jets to the island in light of China's growing military might.

China plants flag beneath South China Sea ~ link ~ The sovereignty of the 648,000-square-mile sea -- the largest or second-largest body of water after the five oceans, depending on the method of measurement -- and its 200 mostly uninhabited islands is disputed, largely because the important shipping route is also valuable for its rich commercial fishing harvests and oil and natural gas fields.

Both China and Taiwan claim almost the entire sea as their own. Their claims overlap those of almost every other country in the region.

Countries claiming parts of the sea and its islands as theirs include Brunei, Cambodia, Indonesia, Malaysia, the Philippines and Vietnam.

None of the countries had any immediate comment on the Chinese flag planting, traditionally a symbol used to publicly mark or claim a territory.

Russian President Dmitry Medvedev halted a highway construction project championed by his prime minister, Vladimir Putin, in a rare public collision between the country's ruling tandem.

Medvedev yesterday ordered the government to suspend construction of a toll highway from Moscow to St. Petersburg through a forest in Khimki, a suburb of the capital, and to conduct additional studies and public hearings. Ecologists say the project, run by Rueil-Malmaison, France-based Vinci SA, will irreparably damage the forest.

Putin has backed the project from its inception. On July 29, Putin's spokesman, Dmitry Peskov, said the prime minister is informed "on a continual basis" about the project, including the felling of trees at Khimki, and that work is proceeding in accordance with the law, the Russian News Service reported.

"This won't lead to a personal conflict between Medvedev and Putin, but it's an important sign that Medvedev is becoming an independent leader," Stanislav Belkovsky, a founder of the Moscow-based National Strategy Institute, said by telephone today. "It's another step that destroys the myth of the all- powerful Putin."
