BP says oil from its broken well has stopped gushing into the Gulf of Mexico for the first time since April.
The announcement Thursday came after company officials said all valves had been shut on a new cap over the busted well in an experiment to stop the spill.
Kent Wells, a BP PLC vice president, said at a news briefing that oil stopped flowing into the water at 2:25 p.m. CDT.Vital VP oil well test back on course after setback - with video ~ link ~ Work on starting the test, which was due to begin on Tuesday, has resumed.
The oil giant needs to shut all the valves on the new cap in order to test the well's integrity.
If the test is successful the flow of oil could be halted until relief wells can stop the leak permanently.
The government's incident commander Thad Allen said "hopefully" the test would begin later on Thursday.
The test will take 48 hours, he said, and even if it was successful, the well would be reopened and oil captured by ships on the surface would restart while a seismic test was done.
"We can go back then and put the system under pressure again. Once we are convinced we can certainly consider shutting in the well that is always possible and we would certainly look to do that."
Hold on to Your Hats: This Thing's Gonna Blow! ~ link ~ I don't know that it is going to blow, but I do know that a lot here does not add up! I believe that we are being set up for a statement that they have stopped the "leak" and no one will be able to confirm this or prove otherwise as the USCG and BP goons will keep all submersibles out of the wellhead area. If you trust the Obama Administration and BP you should have no problem taking at face value whatever PR that they put out. If however, you have a functioning brain, you may have some doubts. They will then tell us that the continuing oil 'problems' are due to that already released. We are at their mercy unless the public demands some real proof. Don't for one minute expect out totally corrupt bought-and-paid-for whores in Congress to do anything like uncover the truth.
What the hell are they thinking in Washington, and down at the “Unified Command” in New Orleans, letting BP try to close off the oil volcano spewing out the top of the damaged Blowout Preventer (BOP) stack?
And what the hell is the mainstream press doing not asking about the clear evidence of oil or gas spewing out under pressure from cracks in the seafloor around the base of the BOP? (See the image of oil spewing from the sea floor here.)
I made a call to the media office of the Unified Command, the office set up to respond to public and media inquiries about the disaster, which is supposedly composed of people from the US Coast Guard, other federal agencies, and BP. When I mentioned the videos taken by BP’s own remote operating vehicles (ROVs) of the oil and/or gas spewing from cracks in the sea floor, I was told I had to call the press office in Houston, “because you’re asking us a question about the sub-surface well.”
But here’s the thing. The press office in Houston is not run by the Unified Command. The people at the office there answer the phone with the phrase: “BP Press.” They do this because they are BP employees, and the office is in BP headquarters.
This means if you want to know anything about the structural integrity of the well below the BOP, you have to get that information from BP, not from the government. That’s the same BP that told government regulators that they could handle any emergency. The same BP that assured us when the well blew that the spill was just leaking 1000 barrels of oil a day--a figure that appears to have been knowingly understated by a factor of 50 to 100.
Now, when I called BP I got a PR guy with a Brit accent named Toby Odone, who claimed he was “not aware of any oil leaking around the well itself.”
He also said, “We’re pretty certain that there is no oil leaking around the well that shouldn’t be there.”
How then to explain their own ROV videos, showing exactly that? Odone assured me he’d “get back” with an answer. So far, no answer.Odone also said something else that was disturbing in its facileness. He said that the relief wells were within feet of the original bore, and that they had “not detected any hydrocarbons.” This, he assured me, meant that there was no leak from the casing. But I pointed out that those side wells had been drilled from a mile away, on a slant, so that they only approached the original well during the last quarter mile or so from the bottom of the 18000-foot bore. They were nowhere near the bore during the first several miles of casing, so they can offer no clue as to the integrity of the bore above the first quarter mile or so above the oil reservoir. Odone agreed that this was true....
But here’s the question: If we can already see oil, or perhaps gas, blowing out of cracks around the BOP, doesn’t this mean that somewhere below ground, the casing has already breached? And if it has already blown open, isn’t any attempt to shut down the flow and build up the pressure in the well just threatening to worsen whatever break already exists?
Why isn’t the Energy Department or the Coast Guard addressing this question? Why has no reporter at the regular daily briefings hosted by retired Coast Guard Adm. Thad Allen asked this question?....
And as the oil and gas blow out of the casing and push their way up through the fractured well hole and the poorly set concrete that was put down there by Halliburton to fill the well bore, it will widen the pathways to the surface, probably following new fracture lines that will have it coming out even further from the well hole. In no time, we will have oil spewing from a wide are of sea floor which will make it impossible to collect.
I don’t claim to be a geologist, engineer or oil well expert, and I don’t want to be an alarmist, but having seen the images of oil spewing up from the sea floor, I have enough basic scientific understanding to know that the casing has to have been already breached, and that anything that increases the pressure on that damaged casing is only going to make things worse.
So why are they trying to close down the well from the top?
Expert suspects BP has ulterior motive behind oil well cap ~ link ~ Oil industry expert Bob Cavnar isn't buying the official story. He told MSNBC's Keith Olbermann on Wednesday that the repeated missteps cast doubt on BP's explanation for why the cap was necessary in the first place.
"I don't understand this whole operation," Cavnar stated. "Sunday was the first time I heard the words 'well integrity test.' There's never been any discussion about this in their public disclosure or in anything else that I've seen. ... So I'm completely confused as to why they're taking this risk of damaging the well further. ... They didn't have all these steps worked out."
"They shouldn't be doing this at all," he suggested. "They should be continuing with the relief well to get this thing killed."
Cavnar believes that BP's true goal is to make it harder to measure the flow of oil from the damaged well, because under the Clean Water Act, it will be liable for civil penalties of up to $4300 for every barrel spilled.
"While they have every incentive to get the well killed, BP also has every incentive to not capture 100% of the well flow until they do," Cavnar wrote last week at Huffington Post. "As soon as they do capture all the flow, then a real, measurable number will be in front of the public, and that's the last thing BP wants, since that number will then be used to extrapolate environmental damage, hence per barrel fines that will likely run to the tens of billions anyway."
"The whole [original] reason for this cap was to allow two more outlets to produce to four ships so they could capture between sixty and eighty thousand barrels a day," Cavnar told Olbermann "This whole business of shutting in -- and shutting down the relief well -- just doesn't make any sense to me at this point. ... My guess is that they're hoping to be able to shut down at least some of the production from the well so once they open it back up to the surface ... it will be producing at a rate less than what it was 'open flow.' So it'll be harder to measure what the total flow was from the well when it was completely uncontrolled."

Dr. Ott is a marine toxicologist and Exxon Valdez survivor who has been monitoring BP's actions and how they are affecting what we know about the damage the oil disaster is causing and threats posed to those working in the polluted zone.
"This is a hazardous waste cleanup," she told me as we sat in the city hall chambers where she was soon to hold a public forum, "BP needs to be evacuating the Gulf coast and paying for that, in addition to costs for relocating people and compensating them for what they've lost."
It is that serious. My eyes still burn and my chest is tight, long after we exited the toxic soup of air and water that is south of New Orleans. Sarkozy Struggles with Corruption Allegations ~ link ~ I strongly disagree with the premise that this article, and so many like it, makes that a politician accepting, in secret, envelopes stuffed with large amounts of cash is accepting a "campaign donation". Sarkozy’s drive to raise the retirement age is part of austerity measures he hope will help France recover from the global economic crisis.
But the retirement age overhaul is highly unpopular, with some 2 million people taking to the streets in protests last month. Partly as a result — and partly due to his now being associated with the wealthy Bettencourts who have no retirement worries — Sarkozy’s own ratings have plunged.
Marc Perelman, French politics editor for news channel France 24, says that the scandal is almost certain to hurt Sarkozy’s political prospects.
“This scandal which mixes a lot of things, money, politics, tax evasion, rich people, at a time when the government is asking everyone to tighten their belts, is certainly damaging, especially so because the president doesn’t seem to be able to put out the fire,” Perelman says.
But he says nobody should count Sarkozy out or underestimate his abilities to bounce back.
“The 2012 presidential race is still far away and we know that Nicolas Sarkozy is a very, very good campaigner, probably better when his back is against the wall than when things are going rather normally,” Perelman says. “So no one should write him off.”

How the Sneaky Hands of the Big Banks Are Working Overtime to Rip You Off ~ link ~ After living through the Great Financial Crash of 2008, just about everybody recognizes that megabanks screwed the economy hard and were rewarded with big bailouts, which further screwed over, well, everybody, in the name of banker bonuses. But Big Finance has been waging its war on the middle class for decades, and many of its most destructive practices don't actually put the financial system in jeopardy. These tactics work because they are so effectively predatory. Banks gouge consumers and get rich—they don't create risks for the financial system, because they result in pure, risk-free profit, converting hard-earned middle-class wages into quick and easy bonuses.
One of the most pernicious of these predatory practices is the overdraft fee. It's one of the biggest revenue streams for banking behemoths today. In 2009, banks reaped over $38 billion in overdraft fees from their own customers, while posting a total combined profit of just $12.5 billion. Without overdrafts, many banks would have scored massive losses last year, and possibly gone under. Instead, they booked epic bonuses.
It can come as a huge shock to get hit with a rash of overdraft fees. You open a bank statement to find that you are not only broke, but deep in the hole thanks to several $30 or $40 charges. That appears to be the lesson of Saturday's front page of the Wall Street Journal, where the lead story was about how Bank of America repeatedly hid its massive bad debt holdings from regulators and investors through a creative accounting device called "repurchase agreements," and the second story, just above the fold, was about how US Food and Drug Administration prosecutors are "Casting a Wider Net" investigating the use of steroids by competitive cyclists.
According to the BofA story, the bank, during a Securities and Exchange Commission investigation into the real financial condition of the nation's biggest financial institutions, admitted that at the ends of all the quarterly reporting periods from 2007 through 2009, it had used repurchase agreements, or "repos," to temporarily shed bad debt before drawing up and releasing its required public filings. That is to say, it managed to lie about and hide from view its weakened liquidity position all through the financial crisis.
Astonishingly, the Wall Street Journal article reports that this practice, known euphemistically in financial industry parlance as “window dressing,” is “not illegal in itself,” unless it is done with the intent of misleading investors. The article is quick to note that “BofA said its incorrect accounting wasn’t intentional.” (The newspaper didn’t go to the SEC or to any independent source such as an academic expert or lawyer for comment on this laughable whopper.)
Every three months, BofA was transferring mortgage-backed securities briefly to a trading partner in return for a simultaneous agreement to repurchase similar securities from the same partner, once the required SEC filing had been shipped out in the mail. As the Wall Street Journal’s reporter Michael Rapoport writes, “The practice amounts to a bank renting out its balance sheet for short periods; the bank gets fees, and the client on the other end of the trade gets short-time cash.”
If this kind of thing is not deliberate fraud I don’t know what is. Yet the bank, in its statement to the Wall Street Journal, claims the “effort to manage its balance sheet” was “appropriate” and that the intent behind the shell game was not to mislead investors or regulators, but rather was “to reduce the specific business unit’s balance sheet to meet its internal quarter-end limits for balance sheet capacity.”

When Senator Joe Lieberman attempted to justify draconian legislation that would provide President Obama with a figurative kill switch to shut down parts of the Internet, he cited the Chinese system of Internet policing as model which America should move towards.
